Ah-ha, I see! Having Googled and thought a bit about it, I think they were probably aiming for spring garlic but got the order mixed up. Apparently spring garlic and garlic shoots are the same thing, so there's further evidence that you're right! I've edited a mention of 蒜心 into the post now - thank you.
