Good question, and I don't know the answer. They certainly look similar! I admit to being a bit confused between garlic shoots, garlic chives, and so on.

I'm intrigued by your translation of 心 as "spring" — that meaning doesn't appear in my dictionary, nor on CantoDict. I thought it meant heart/centre/middle, which kind of makes sense if 蒜心 is a garlic shoot, since the shoot comes up from the middle of the clove.
